I thinking of having makeing a shamppp bar for women with hair like mine. I was going to put pepermit in you know to get the scalp tingle i wasnt sure if pepermint fo would to it but i was wondering if extracts can be added to soap?

It depends if the extract is like a baking extract that has glycerin or alcohol or an extract that's like infused tea. Each has a different strength and would be used at a different %.
If you use too much mint, it can make the scalp tingle, but it can also irritate. I normally go by IFRA guidelines for essential oils and similar for fragrance oils that have similar components.
