Assuming, of course, that there is a safe place to store it? Could you soap with it at room temperature?

Also, I imagine it would be come less effective over time, yes??

Provided it is kept sealed there is no reason why predissolved lye would deteriorate. The only way it goes 'off' is when it is exposed to the air, it gradually turns to sodium carbonate.
