I use raw goat's milk in my soaps. However, I find that when using milk it is best to soap at room temperature. In order to do this you must first freeze the milk in ice-cube trays and add the lye very slowly to it. I do this so that the sugars in the milk won't carmalize. This makes for a whiter bar. The saponification process would probably kill any bad bacteria, but I always suggest that if you (or anybody) is in doubt of raw milk from a certain farm that you request that a culture be done of the milk at a diagnostic lab. I've been around goats my whole life and can handle anything they've got, but it is safe to know.
