Does any one know how much rosemary extract to use pp of oil to prevent DOS?

ROE will not prevent DOS. It's an anti-oxidant that helps with the shelf llife of oils. I would use 0.01%

Soapbuddy, Should I add ROE at trace like eos, or add it to my soft oils eg. olive oil before mixing with lye?

If you're going to use ROE, I would mix it in your whole bottle of soap oil(s), not in EO's and not at trace.
