I'm pretty sure the alcohol spritzing is for melt and pour. I've never done it with cold process.
I've piped cold process soap several times. I don't wait anywhere close to that long. I pour the base as usual and leave some out as extra for piping. Wait for the extra to be at a very thick trace, like buttercream frosting. Then pop it into a piping bag and use. By then, the main base of the soap is firm enough to support the piping. I've never had any problems doing it this way.
