When NG or WSP says that the max FO in soap is 5% is that 5% of the finished soap ( Water + Oils ) or 5% Oil amount?

I had a similar question regarding BB's fragrance calculator. Where it asks "how much are you making" do I put my total oils, or my oils + water when making CP soap?
