Can anyone tell me where are the best websites to buy fragrance oils and essential oils taking shipping into consideration. I understand that some sites may sell fragrance oils very cheap but their essential oils are quite pricey, and visa-versa.

Check out Suppliers by state. http://www.suppliersbystate.com/ so depending in which state you live in, the shipping might be different.
My supplier for essential oils is different then the one I buy my fragrance oils from. Our forum host, Brambleberry is an excellent vendor. http://www.brambleberry.com/

I get all of my fragrances (EO and FO) from or . I've not had any issues with fragrances and the shipping is usually reasonable, especially if you select UPS over USPS which is always so much more expensive (and my USPS boxes are always in such bad shape when they arrive!) also has some really good fragrances!

I love the scents from NG, but I hate having to buy extra bottles to re-package them. Their plastic breaks down too quickly! I'd hate to have plastic mixed in my scents!

It depends on how long they've had it in the bottles at their warehouse. Some of mine have started to show issues before I even got them! The bottles start sucking in rather than being nice and round.

I transfer any FO from HDPE into PET plastic or glass, as over time the fragrance starts to leach into the plastic. That's why the bottles caves in. I won't buy a fragrance from another soaper with the bottle caved in.
