This may be a stupid question but I am going to ask it anyway. Is Neem oil supposed to be used as a Base oil or like an EO?

Neem is a regular oil, however it is not often used as a single oil because of its stench. It can be of course, but it is a pretty strong, odiferous oil, so many just use it at a certain percentage in their recipe for its benefits, without overwhelming the nose. It is also used in organic gardening for its insect repellant properties.

Pesticide is what I bought it for but looking into other uses for it as well. I thought it was a base but looking online everything I found was refering to adding like an essential oil so I wasnt sure
