I've used fresh goat milk in soaps before. However, the person I buy my goat milk from has offered me some powdered goat milk for free. Can I use it the same I would as fresh milk? I was figuring that I'd mix it with the water, then add it to the lye the same as I would water or fresh milk. Is that ok to do or should I steer clear of powdered milk? I figured I could used it to make milk baths as well.

Sure, you can use milk powder. Hold back some of your water to dissolve the milk in or stick blend it into your oils.

Any tips on how much? Or how much to start with? Anything special to take into consideration when I'm working with it?
