Nope. It's an antioxidant that you can add to you oils to prolong their shelf-life. Soap doesn't need a preservative.

Unfortunately there are many people who think ROE and Vitamin E are preservatives. Even some of the older soapmaking books say to add them as a preservative.

CP soap starts at a very high pH, which would destroy most commercial preservatives. Cured soap still has a pH of about 9 which is inhospitable for most germs and bacteria. So no need for a preservative. You can use Vit E or ROE (Rosemary oleoresin extract) as anti-oxidants. Anti-oxidants helps extend the shelf life of soap oils, but they are never preservatives.
