My neighbor just gave me 2 bottles of lye...she says they are probably 5-7 years old. Is it still ok to use??

Lye does loose its potency over time and if there are any clumps in it, moisture got to it, inactivating some of the lye. Make a small batch and see. If the lye added to water doesn't heat up, then it's too old.

It depends if it is well sealed. I think what happens is that if the air can get in, carbon dioxide in the air mixed with water vapour forms carbonic acid, combines with the sodium hydroxide to form sodium carbonate.
